Why does the eldar psyker need to be more powerful then his human counterpart at all? In the TT game a Farseer is certainly no more powerful then any other race's primary psyker.
To be honest, I'm not bothered either way, although it is not unreasonable to see the Eldar as being more powerful, both as an "average" to human psykers (i.e. the average psyker Grade is more than likely going to be higher). Also, the transition to their status as a "paramount practitioner" gives at least one reason that it might give them access to "higher" abilities. Consider as an parallel example the "supernatural" abilities that are acquired by the Exarch when they make the transition to that status...
With that said, the TT rules are perhaps the last place that I look for any solid information, over-concerned as they are for "game balance."
I see the difference not being in power, but in control.
Which was admittedly mentioned above as an increased skill...
Just don't have the eldar NPC's in your games worry about the mechanics of the warp and potential rift tearing, mind-blowing, deamon succoring mishaps.
There is always that potential when dealing with the warp, but then again the basic gist of my approach is that there is always a "safe limit" of psyker power use. It's just that this Threshold is quite low, so a psyker that is called upon to use their abilities constantly will find themselves either not able to use their powers, or selecting to risk corruption to their soul...
